Animal Alliance of Canada Applauds Ontario’s Steps Towards Ending Dog and Cat Use in Medical Research

Toronto, Ontario — November 28, 2025 — Leads & Copy — Animal Alliance of Canada (AAC) is praising the Ontario government, led by Premier Doug Ford, for its new Bill 75 and Proposal 52653, which aim to end the use of dogs and cats in invasive medical research. AAC emphasizes that these actions are initial steps, and formal processes are needed before implementation.

Bianca Del Bois, Director of Development and Communications at Animal Alliance of Canada, acknowledged Premier Ford’s commitment from August and the progress made, but stressed that Bill 75 requires committee hearings and votes, while the regulatory proposal needs public consultation and revision.

Bill 75 seeks to strengthen Ontario’s Animals for Research Act by incorporating animal welfare improvements and restrictions on research use. If implemented, the Bill and Proposal would ban invasive research on dogs and cats, update research approval and monitoring, prohibit breeding dogs/cats for research in Ontario, allow animal adoption post-research, update euthanasia methods, and set new penalties and record-keeping rules.

AAC notes that the bill must pass a second reading, committee study, and third reading to become law, and that some loopholes remain unaddressed. Professor Vaughan Black from Dalhousie University, an AAC advisor, cautions that future regulations could override the proposed ban, potentially allowing unlimited exceptions for invasive research on cats and dogs.

AAC has established an Advisory Group on Humane Science, comprising scientists, physicians, veterinarians, academics, and researchers, to support the transition and provide guidance to Ontario legislators.

AAC is encouraging Ontarians to participate in the regulatory consultation process and remain engaged as Bill 75 progresses through the Legislature, with the goal of ensuring the legislation effectively ends the use of dogs and cats in harmful research and promotes humane alternatives.
